It's common practice for the OPP to bid in at lower costs on the first contract.OPP seems to be the way most small town Police Services Boards are going , I recall here in Elliot Lake the costing analysis of OPP vs Town Police, we saved $700,000 in the 1st yr alone.
Same Policing , mega savings.

Wait for the next contract when the current one expires. Then you'll understand the term "bent over".
Many smaller places in my area have experienced this. By this time it's too expensive to re-establish their own force so you'll either pay or accept reduced coverages to keep your costs reasonable.
St. Marys just went through this and they gave up a Sgt. position plus some reductions in coverage to keep costs in line.
St. Marys approached Stratford (only other possible option) for a quote on police services which Stratford refused to tender.
