Don't forget locally, North and West Caldwell (and further out Bloomfield, Livingston and South Orange) as they are on ICS as well.
I know that Cedar Grove has dead spots and that is why they do not want to move to ICS. This is Cedar Grove's second assessment (at least) with this.
The Watchung Mountains and consequently hill and valley terrain do not bode well for solid communications. I don't know the likelihood or feasibility but another (simulcast) tower in the North Caldwell - Verona - Cedar Grove area may help.
I don't know but I would bet that SO, Maplewood, and Milburn (maybe even Livingston) probably have better affiliations to the Union Simulcast then they do from Site 1/WO.
