I don't see why fire marshals would have their own channel. Why did they just use the DISPATCH channel? There's not that many fire marshals in town is there

Maybe they don't want to have the marshals clog up the dispatch with alarm testing, I've heard them talk a lot during the day on the LTR and Lowband.

It's simple, they have their own channel to keep their non emergency / non priority communications off of a main dispatch or operation channels. It's the same as an administrative channel. If the opportunity is available to have an additional channel for them, and it could be used for other things as well, then why the heck not??
