It's simple, they have their own channel to keep their non emergency / non priority communications off of a main dispatch or operation channels. It's the same as an administrative channel. If the opportunity is available to have an additional channel for them, and it could be used for other things as well, then why the heck not??I don't see why fire marshals would have their own channel.
