One day, I was monitoring New Haven PD the north DISPATCH without a PL tone it showed enc that was it. I didn't hear nothing else but I've been here in the fire department a lot so maybe they could've been doing testing or something but I'm not gonna make it a big deal.

I can tell you that I have been hearing NHVN PD all weekend in the clear. So I'm not sure what that member is referring to.

If you're referring to about two days ago, in the morning, there was a very significant UHF ducting event happening. I was hearing several UHF departments all along the CT coast line here in central Bristol County, MA. I suspect you were getting Boston PD via tropo, which is P25 Encrypted. But without an actual decoded NAC, there's no actual way to tell. Or it was an image from the 453.875, which is , P25 encrypted.

Springfield, MA (P25E) is on that freq and has a strong signal well into CT. The Hartford skyline is visible from the Holyoke Mt. Tom transmitter site.

Correction: my Mt. Tom comment was in reference to MSP. But Springfield’s high sites are similarly line of sight into the Hartford area.

I did a little research didn't realize that New Haven and Springfield were on the same frequencies. Turns out it was Springfield so as of right now, New Haven been good.

Ah yes. Forgot about Springfield's channel 3. Regardless, it's not New Haven and that much we knew.

The interference that you mention is actually coming from White Plains, NY DPW... This was confirmed by Utility Communications when someone reported the interference last month.
