There is a developing situation in Loudoun Co. Something to do with a man with a gun that they fear may shoot someone. They are not sure where he is, but a deputy has been in phone contact with him on occasion. The SERT will be staging in a location away from his home and another team will be available to respond to another location is necessary. Ops on currently on the west channel but will likely change to another one. They are getting the negotiations van ready.
Location in Lovettesville about 2 houses down from the Lovettesville Mini Mart right near Lovettesville Elem. Suspect apparently said he would kill any office that came near him. SERT was staging at the fire station in Hamilton then moved to fire station in Lovettesville. Reports that he was a Vietnam Vet, retired from Leesburg PD and was at one time a negotiator for the PD. They talked to his wife and she said he had gun and takes meds for heart issues and psychological issues (either he forgot a dose or needs more). Wife also reports that he was babysitting a 12YO girl earlier today.
SERT established a perimeter a little while ago and are at the present time are closing in on the house with the instruction of a SERT member in a location (I'm not getting specific) with a good view.
An on-scene source told me RT15 is/was open but all side streets are closed.
I think this started with a BOLO for a pickup (his) about 2:30PM. I
think he was reported being disorderly in a convince store and then left in a green Toyota Tacoma truck with front-end damage. Units started heading that way and then the report of him killing any office and would die by "suicide by cop". They stepped it up and then a female duty officer told them to stand down and the call was canceled. There was someone that said it was a bad idea to cancel the call. I then heard 2 officers (maybe of SERT) talking on Car-to-Car West and discussed alerting SERT. After that, one was on the West Dispatch and stated for the call to be re-opened and to page SERT to stage at the Hamilton fire station.
After getting home, I saw where they attempted to use TG1880 with encryption it wasn't all encrypted and it only lasted a few mins. I did hear them doing radio tests; I guess they scrapped it and went to the West Dispatch.
UPDATE: 18:09, suspect tazed and in custody. EMS to meet them at the fire house.

Lovettsville Man Held After Barricade Situation
A Lovettsville man is being held on a temporary detention order after threatening his life and the lives of law enforcement.
Loudoun Sheriff’s Deputies responded to a home on South Loudoun Street around 3:15 PM Wednesday after a 59-year-old man contacted authorities and made suicidal statements. The man also made comments that he had a firearm and he did not want law enforcement showing up at his residence.
Members of the Sheriff’s Office Emergency Response Team and the Hostage Negotiations Unit responded to the scene. It was unclear at the time as to whether anyone else was inside the home and if they were being held against their will. After nearly three hours of on and off negotiations, the man was persuaded to exit his house and he was taken into custody.
The man is being held on a Temporary Detention Order at a local hospital.
