Key lessons learned that have driven planning in Louisiana over the last several years include those learned in the nation’s response to the 9-11 terror attacks, and the state’s response to Hurricanes Katrina and Rita. Louisiana’s response to the Hurricanes highlighted the state’s need for more robust systems to support communication among local, state, and federal first responders. In September of 2005, Louisiana partnered with the federal government and local agencies to secure funding for initial implementation of the statewide system in southeast Louisiana.

This statewide communications system is designed to support statewide interagency interoperability among local and state agency first responders during times of emergency, mutual aid response and day to day operations.

"During emergency situations it is a necessity that local and state responders are able to directly communicate with one another, and this system will allow that capability," said Mark Cooper, Director of GOHSEP, "With this funding Louisiana will achieve 95% portable radio coverage statewide."

Today, this system is operational in all parishes south of the I-10 corridor and in southeast Louisiana. Currently the system has 6,712 state users and 8,410 local users, with many agencies planning to connect to the system within the year 2008.

A multiphase implementation strategy was adopted due to the overwhelming expense of developing this statewide system, which will allow the initial system acquisitions cost to be spread across an acceptable period of time.

Phase I refers to the areas along the Gulf Coast which are most prone to catastrophic natural disasters. Phase II refers to the build-out in the middle section of the State. Phase III refers to the build-out in the northern part of the state. Phase IV refers to the addition of 34 sites, deployed statewide, providing secure 95% or better coverage when using a portable radio inside a building at street level in the more densely populated seven metropolitan areas of the State, and secure 95% or better coverage when using a mobile street level radio in all other areas of the State, which will optimize and further improve statewide interoperable communications.

Louisiana continues to pursue funding from various federal, state, local and private sources to implement a shared vision of a statewide communications system, with capacity and capability to transmit emergency communications for voice, data and imagery technology for Louisiana’s first responders. Louisiana has fostered development of state and local partnerships and ensures communication and coordination occurs at all levels, on all issues.

"The Louisiana State Police is committed to working with our state and local partners to realize interoperable communications for public safety professionals across the state," stated Colonel Mike Edmonson. "Utilizing this funding to expand our collective resources will help us in accomplishing our goal."

FY 2008-2009 Executive Budget Recommendation:

$21.1 million will fund connectivity for the northern areas of the state to the statewide system, in addition to the purchase of a master site, which will provide redundant connectivity.
$3.7 million will fund the purchase of approximately 1,057 portable or mobile radios for local and state agency responders throughout Louisiana.
$8.4 million will fund ongoing statewide system maintenance provided by the Louisiana Department of Public Safety and Corrections, Public Safety Services.
$483,000 will fund 4 full-time dedicated interoperability positions, which will provide executive staff support for planning, policy and research.
The State’s plan is purposely flexible, to meet the challenges in funding sources, development of a standard operating procedures, on-going evaluation of system capacity and emerging technologies, and public information to increase local buy-in and usage.

Well, Gary, I have heard state talkgroups on the simulcast sites. Based on how the system is designed, and who-is-responsible-for-what, State agencies would be using sites in zone 1... Those that begin with one. That would be their preferred site. They could of course roam, say to a site operated by Region 1 agencies (Zone 2 sites, for now,) if they got a better RSSI from that site.

I look often at Bridge City site, as that would be a good clue as to what troop B is doing.

So, "separate?" Not really... all on LATIE. We will have to see affiliations and such to determine if they will always be on the simulcast tower.

My LSP contact informed last night that LSP Troop B will make the switch within the next two weeks. He told me he would forward me the e-mail announcing the switch when he receives it.

All the radios have been installed and portables issued. Not sure what they are waiting on.

That's great to hear... I am sure they were waiting on console installs... Well, ok, I can't be sure, but I think so... I have seen troopers wit XTS5000s for some time now.

Also, from what I can tell from listening and data logging, it seems that each troop has 20 talkgroups assigned... We will have to see!

Yeah, my connection told me that the digital radios have the same exact channels as the analog system. The digital channels have the same names with just an "*" in front of it. The "*" lets the user know he is on the digital system.

So really all we will need to find are Dispatch 1, Dispatch 2, Car to Car, DPS, Narcs, Detectivies, Gaming, and Executive groups. The rest of the channels are Coord Call channels. I can get a look at the portable some time this week.

I saw another friend of mine who is an Orleans Criminal Sheriff Deputy yesterday. They were just issued the Motorola XTS2500's. We were scanning the talkgroups, but the unit id's were longer than what is posted of the database.

That's the same thing I saw on the portable - the *.

I don't quite understand this one... They have been using the system for a while now... Both the SO and Jail ops... maybe just new radios? What do you mean by the unit id's are longer?

He had a Johnson radio at first and was just issued the Motorola last week. The talkgroup ids displayed on the portable lcd were much longer than what is listed on the database.I'll call him and get an example.

Submit the talkgroup IDs, if you can, to the db, so we can update.

Just got the call to advise and confirmed on scanner. Just received Troop B Dispatch 1 on the New Orleans Downtown System.

You are correct... Same on the Bridge City tower.

Looking at the logs, it appears they switched this morning... about 8 AM, I think.

in the database for Washington Parish, La. There's a note stating that Franklinton' s Police Operations went to the LATIE system. But there's no entery in the Washington Parish Portion of the LATIE database entry.

Any you guys in Washington Parish, La. have any new talkgroups for the Parish ? If so please put them in the database and a big big thanks if you do.

I don't think we have anybody on the list who lives in Washington Parish or can receive a tower from that area (I could be wrong). What we need is for you to come down here and visit with your scanner logging the hits that you receive.

Everyone reading this post please submit any information you have about talkgroups on the LATIE system to the database. I often see posts by various individuals asking for help because they have been listening to XX agency on YY talkgroup ID for a number of years and they no longer hear them. When I check the database I rarely see the referenced talkgroups listed even though the person making the post said they have been monitoring that agency for quite some time. Please people, submit what you have to the database. This site is only as good as the people that are members here and how hard they are willing to work. Don't get discouraged if the info you submit doesn't show up in the database right away. There are only a handful moderators to cover 50 states. It sometimes takes up to two weeks but they will eventually get to it.

New Orleans Int. airport going online 3/17/08 (MSY LATIE)

New Orleans International Airport will be using the MSY LATIE system full time on Monday, March 17 if no major problems occur. Radio familiarization has been going on all week.

Band Plans

Question, prob sounds stupid, i live in avoy parish, and i want to listen to nofd, i should be able to do it from where i live??? also, is there only 1 band plan for latie or are there multiple ones.

MSY LATIE may be delayed going online for a day or two. There is some problem with the T1 line.
