Oneida County, NY Live Scanner Feed

I have recently activated a live scanner feed for emergency communications in Oneida County, NY. The following is a link:

It is currently monitoring:

Utica Police
Utica Fire
New Hartford Police
Oneida County MRD (Police dispatch for OCS, NYSP, Town and Village PD’s)
Oneida County Fire

Besides using this post to expose this link to anyone interested, I am having an issue with Windows Encoder that I thought someone may be able to help me with.

I am pushing my audio to the Windows Media Server from my house using Windows Media Encoder. I am having an issue where once in a while (completely random) this error shows up multiple times in the error Log:

"There is no connection established with the Windows Media Server. Operation
Failed."

Then some time later:

"The server, a computer set up to offer multimedia content to other
computers could not handle your request for multimedia content in a timely
manner."

It appears that Windows Encoder is still pushing the audio as the internet connection is consistently busy and I still see the audio levels responding. In the lower-left-hand corner there is a red "X." To make it work again, I need to manually click "Stop Encoding" and hit "Start Encoding." I have installed a Windows Hotfix and I have also downloaded a batch file from my host which is supposed to restart the Encoder if it is disconnected. The problem is that it doesn't work because the Encoder still thinks it's connected and it officially doesn't stop.

I am looking for any ideas or input. Obviously with live-streaming audio there are many variables and issues that can arise but I cannot foresee myself as the only one having this kind of problem.

1. I've used with great success VideoLAN's VLC Media Player. It's got a built in encoder and the latest version is quite easy to get setup and running.

2. Since early January of this year, I've been broadcasting my feed at Oneida County, New York Live Police, Fire, and EMS Scanners on scanamerica.us Prior to that, I was just using VLC and giving out my cable modem's IP address to a few people who were interested in listening in. Didn't want the whole world hammering on my Internet connection! This one covers Utica PD & FD, NHPD, Oneida County FDs, EMS & PDs in the central area of the county, plus county fire/ems dispatch, law dispatch & DPW. In addition, State Police, EnCon, State Parks, State DOT, and State Thruway Syracuse are also in the broadcast. Rome PD & FD is too weak for me to get from where I'm at since a hill blocks my reception.

I like the scanamerica.us site because I can see the listener stats to see who (by IP or DNS address) has listened in, for how long, and for the active listeners their media player client AND there is a month's worth of audio archives in case you need to go back and hear something you missed. I used to do that manually with a recording app on my PC but it kept dying off every few days or so with audio buffer errors.

If you or anyone would like to collaborate on feeds, let me know. If I had a choice, I'd like to just focus in on the fire, EMS, and police channels used in the county outside of the cities.

It's nice to meet you. Between both of our online scanners it seems that we effectively cover communications in Oneida County. I primarily wanted to focus on Utica Police, Utica Fire, New Hartford Police, and Oneida County MRD/Fire. By keeping the focus relatively small, it's easier to keep up with the transmissions of these agencies, especially Utica city which I particularly enjoy listening to. I do like your scanner and I have listened to it in the past. The extra frequencies you scan are very interesting. In regards to Rome, I also can't pick them up from my location in Utica.

I would like to see more online scanner coverage in Central NY. I think that Oneida County is well covered by our scanners and the other Oneida County Scanner located at:

I would like to set up an online scanner for Madison County. I currently have the availability to set it up although I don't know how long this could last because it's not a permanent residence. I have to build a J-pole that I can set up inside the residence and see how it would effectively hear transmissions.
