I have recently activated a live scanner feed for emergency communications in Oneida County, NY. The following is a link:

Oneida County MRD (Police dispatch for OCS, NYSP, Town and Village PD’s)

Besides using this post to expose this link to anyone interested, I am having an issue with Windows Encoder that I thought someone may be able to help me with.
I am pushing my audio to the Windows Media Server from my house using Windows Media Encoder. I am having an issue where once in a while (completely random) this error shows up multiple times in the error Log:
"There is no connection established with the Windows Media Server. Operation
Failed."
Then some time later:
"The server, a computer set up to offer multimedia content to other
computers could not handle your request for multimedia content in a timely
manner."
It appears that Windows Encoder is still pushing the audio as the internet connection is consistently busy and I still see the audio levels responding. In the lower-left-hand corner there is a red "X." To make it work again, I need to manually click "Stop Encoding" and hit "Start Encoding." I have installed a Windows Hotfix and I have also downloaded a batch file from my host which is supposed to restart the Encoder if it is disconnected. The problem is that it doesn't work because the Encoder still thinks it's connected and it officially doesn't stop.
I am looking for any ideas or input. Obviously with live-streaming audio there are many variables and issues that can arise but I cannot foresee myself as the only one having this kind of problem.
