Anybody have any thoughts on this? I heard it tonight and do not know what they mean when they say the 10-28/29 and say the vehicle is a pointer.

Also what is the difference between Vehicular Repeater to Mobile Mode and Vehicular Repeater to System Mode?

Usually has to do with a stolen vehicle, or a vehicle that is being watched or observed

Vehicular Repeater modes are as follows:

Mobile - Repeater is off
System - Repeater is on
Local - Communication between mobile radio and portable radio only (i.e. it doesn't get sent out over the air)

a pointer vehicle is a link from a vehicle used as a placeholder to a person of interest, often a vehicle associated with an individual (not necessarily the owner) in police record systems
