Is this a new scanner? When you connect your PC/IF USB cable to your computer with the scanner powered up, does your computer recognize the cable? What software are you using to program your scanner with? (Manually programming the WS1040 scanner is difficult and time consuming.) To that end, a premium membership here on RR allows you to use your software to download frequencies and entire systems to your computer, and upload to your 1040. My apologies for all the questions but the answers can help us help you.

The good news is that there's nothing in Cattaraugus County that you shouldn't be able to hear on your WS1040. You appear to have a mix of VHF-Low, VHF-Hi, and UHF analog, and P25 Phase 1 digital utilizing the VHF-Hi band. The P25 system, Cattaraugus County Public Safety, is a Simulcast system which, depending on where you live relative to the towers, may cause some distorted reception on your WS1040.

What software are you using to program your scanner using the cable?

Win500?

PSREdit500?

ARC500?

You can't program your scanner with the cable using just Windows 10.

Digital scanners, in general, are more difficult to program than the simpler analog-only models. I own the RadioShack PRO-651, which is the private-labeled twin to your WS1040. I use PSREdit500 as my software, which costs $35 to purchase after a free trial period. The RR subscription is $15 for six months, or $30 for one year. I know that's more money to spend, but you do have one of the least expensive digital scanners, if that's any consolation.

I'm not sure I know what you mean regarding the "update part" however. Your cable won't do much unless you have software for the scanner to communicate with. When the cable is connected to the computer, and the scanner is on, WIndows 10 will load the correct drivers that enable the cable to communicate. It's through the software that you would query the RR database for the frequencies and systems you want to program.

I'd steer you away from Win500 as some here have had recent difficulty in getting an unlock key after payment.

For PSREdit500, click on the "Setup executable format", save to a location on your computer you'll easily find, (the desktop usually is good), click on the downloaded file and follow the instructions to install. For ARC500, click on ARC500 V1.30, save to your desktop, click on the downloaded file and install to your computer. Both have trial periods which allows you to see which works better for you. The interfaces are different. To keep it simple for now, just focus on downloading and installing the software. You can install both programs if you wish.
