Your second picture is of a Wi-Fi access point. They are everywhere around the county, and generally are found along major highways and retail corridors. They are owned by Comcast and provide free Wi-Fi to their customers. It comes up as "cablewifi"or "xfinitywifi" and you log in with your Comcast email and password.
The first picture you included might be the same, but I know most of the wifi points have the dual antennas.
