Many of the unknowns have already been posted by Mick but here are a few others that might be from the IE

461.375 179.9 - Unknown mall security, called Tac-1 and also have a Tac-2 and Tac-3
464.325 D526 - Security ops; 415 verbal, we have a code 5 on him. Talking about helipad and the helicopter not being there yet.
