Pro 96 programming help

Am I missing a step or something I'm doing wrong?
Trying to program Peel, York, Toronto. I think I entered everything properly but nothing is happening when I press scan (can't hear anything)
Any help or advice would be great

when scanning and you press MAN does it pop up with a loud digital noise (the control channel) with something like M36 and 3C08 and a percentage on the third line?

If not your not getting reception of the control channel... try it again with only york on or with only toronto on or with only peel on etc.. see if you get any of them

This is driving me crazy. When I manually enter (stop on the) I can hear the control channel but don't see any info (third line), I've never had any of my other scanners having difficulty with reception, but I have tried several different antennas.
I got this scanner second hand and it was already programmed with fleetnet zone 1 (opp, moh, mto, etc..) is there anyway that this could have been modded somehow and doesn't pick up these other frequencies? I'm not familiar with rebanding, could it have something to with this?
