You should only need to program the control channel, but it can't hurt to program them all in case the control channel changes.

I am having issues when I just program control channel nothing comes on

I run an NXDN trunked system.
I have mine programmed to rotate the control channel every 24 hours. That spreads the wear and tear out across all the repeaters. Other don't rotate them regularly, but do have other channels set up as alternate control channels in case there is interference, a failed repeater, etc.
You need to program all the channels. If the system you are trying to monitor rotates control channels, or the primary control channel fails, you'll hear nothing.

You need to program the all frequencies for NXDN in correct LCN order for it to track the system. If you don't know the LCN you should be able to run the LCN finder in the scanner on the system to put the frequencies in the right place.

For a Nexedge sysrem, you must program all frequencies in correct LCN order, as Hill stated. Only programming the control channel will not get you anywhere.

Looks like the channel plan is stored with the site, so click on the site name in the db and go down...Mike

All the frequencies have to be programmed with the correct LCN (Known as Channel ID in the database). Looking at the system, I'm a little suspicious of the Channel ID assignments, so I would suggest programing all frequencies and running LCN finder for confirmation.
