Still unclear to me what you're talking about. If you're exporting to the same directory where your old .hpe file was you'll need to overwrite it for the file to update. Otherwise you can export it to a different directory

still not getting anything only static on baliffs which i believe may be encrypted. what should i try next?

ive deleted the old file and importing the new one trying to overwrite the file right now

There's no talkgroup entitled "Baliffs" on the system so you may still be scanning the old FL. Extract the new .hpe file I gave you again but this time choose "Overwrite". You'll need to follow the "Using Sentinel to Import hpe files" directions in the wiki link I gave you & will link again here to import it into Sentinel then write the change to your scanner

You'll also want to do a site hold on the closest site to you (I noticed you programmed in your county's site & I'm assuming a neighboring county's?) If you scan more than one site then you may miss traffic if you're out of range and/or your talkgroups of interest aren't carried on the 2nd site
