So I only want the radio to receive. That’s it. And I just need help understanding how to program it. Looking things up isn’t really helping me at all. I’m not sure radioreference gives me everything I need or not. I only intend to listen to these departments. Not transmit. So please, any help on how to make the talkgroups work would be great.

This is the best possible advice.With your lack of understanding on programming the DMR radios, and the fact that this is a life/safety radio, I strongly urge you get help from whoever programmed the neighboring departments radios and not do it alone or on the instructions in the RR Forums

ok first off, the departments I am trying to program are departments surrounding me. Second, the only channels i do or will ever transmit on in MY Dispatch and MY Tac channels. Finally I don't need a signed paper from the department because I am a Firefighter and EMS personnel with the Department. I've been programming radios for about 2 years now, I'm just asking for guidance and help on how to do program with DMR. I already have all the channels on "RX ONLY" in my CPS. This is FOR life/safety.First you say receive only, then you say it is another department, then you say you want to transmit on Dispatch and TAC. In order to transmit you need a signed letter from the other Fire Department/Agency or else you can get into serious trouble.

Listen I’m not trying to make this “Exhibit A” or whatever you mean by this, I’m trying to get help on this. I’ve already talked to the person for my county for this, and the only signed document you need is for the MARCS communication. And like you said I don’t need it because I have no want to transmit on it. And I have much better radios than the baofeng, I’m just trying to understand how it works on a cheap one before I go and mess it up on the expensive ones. So I appreciate your input and help, but I’m looking for help on understanding DMR programming, not transmitting on, or using in life and safety, but rather listen. So any help on DMR programming would be greatly appreciated. And even better, programming for Fire and EMS.So fun fact here.... you do need signed permission to transmit on any licensed channel if you are using a personal radio on someone else's system. This even includes the dispatch channel for your department. The person or entity to sign that paper is the license holder which in this case is probably the county, municipality, or possibly the state not someone at your station. But all of that aside... if you're just listening it doesn't matter. I would highly recommend using something besides a baofeng if this is truly for life/safety. They aren't built (and very likely not type accepted) for part 90 use. For strictly true RX use it doesn't matter but from your other comments I get the feeling this isn't going to be for RX only.
If you're truly concerned about life safety remember that using the incorrect (illeagal) radio for the job to transmit might actually be endangering others who also depend on a radio system. Also keep in mind there are a lot of radio system administrators that use this website. Don't make this "exhibit A"....

RadioReference is not allowing me to attach it. The RDT file is not supported it says.That's not the right file. Read from your radio > file > save as. The file we need will have a .rdt extension.

Did you assign talk group numbers to the contacts? I don't see you have anything in the "Contact Name" unless the radio does some kind of wild card scanning, you'll need to assign the TG # too the departments then select them in the "contact name" box.I have somewhere to be shortly but from a quick glance it looks like you don't a group list assigned for RX.
