download freescan. it is what i use. simple and FREE, thus the name. download from radio reference and upload to your scanner. by hand it is not difficult either, but will take forever to put the talkgrooups in. i used to do it by hand, fun. a talkgroup comes in, you HOLD it, look it up, program in the name manually. sort of fun, but takes time.
