I'm just at a loss I've reset the scanner to like new so I'm starting over now. I've got the talk group numbers I want to put in but after I do. Do I still have to pet in the frequencies?

Depending on what you're programming you can certainly program the 2096 by hand, and the good Doc has you well on that path...
You can, however, program it via computer if you have a programming cable, and are willing to download some software for your scanner. If you don't have the cable, and you're not programming a whole bunch of data, probably best to just continue down the hand-programming path.
I live in Weatherford Texas which is Parker county and they run the p25 so it was programmed and I don't know how it got unprogrammed but it did so I'm starting over and I do not have a clue of what I'm doing I mean I'm getting the frequencies put in but it's not ever receiving nothing so I'm doing something wrongLumpy,

You are right.. I had to do that for a local P25 system here. It was a PIA.Pretty sure the PRO-96/2096 requires tables for VHF and UHF as it is so archaic it doesn't download bandplans from the control channel. I'm unsure if you can input all 5 tables in FPP or if you need the software to do it, but it will likely need to be done to trunktrack correctly.
The Pro-2096 cannot trunk track 700 MHz frequencies. P25 is 9600 baud.The Overlay Regional Interop System in Southeast Virginia is a multisite 800 and 700 Mhz system. Will the PRO2096 scan it and is the control channel 3600 or 9600 baud?
The ORION system is P25 Phase 2 capable but the majority of the public safety talkgroups are currently Phase 1 (D in Mode column). The PRO-2096 can receive Phase 1.I took a look in the RR database at the Virginia Beach system. It is P25 Phase 2, so no go for your radio. Also, almost all of the LE talk groups are encrypted.
