Programming Safe-T?

What's the best way to program Safe-T in my Pro-96? This is one of many ways I've tried:
Bank 0: All Johnson Co. Sites for Greenwood, Franklin, Edinburgh (FD,PD,Sheriff)
Bank 1: All of Morgan Co.(Martinsville, Moosreville FD,PD,Sheriff)
Bank 2: ISP (Indianapolis 51,52 Bloomington 33)
For some reason I can't seem to program it to pick up everything I program into it.
I'm using ARC96 to program it. Do I need to use the alternate CC's or just the Primary CC's?
Can I put sites into one bank since they are Safe-T sites and use separate banks for each County?
I always thought I had to only program different systems in different Banks, not the sites as long it was the same system.
Any help is appreciated.

I have my pro96 set up like this and it works pretty good. I program CC and Alt only. You mentioned sites as in more than one site. Make sure you separate each site with a "dummy" frequency, I use 1500.0000.

Or get a BCD396XT or BCD396XT and put all sites and TGID's you want in ONE SYSTEM, no messing with "fake channels" or any of that junk. Or theres the HomePatrol.... no programming at all, stick your zipcode in, set your range and done.
