Interesting, the “Birmingham Unified Public Services District”, as I’ve never heard of it. (I live a sheltered life… something that was conveyed to me when I applied for security clearances at P&WA. The investigator mentioned he had literally zero background on me other than common info required at a state level and what I supplied on the application. And while I had a passport, I never used it! Most of the people he processed were former military and had records-I was never in the military. He had one question for me… “Who ARE you?”
So, having never heard of the Birmingham District, the only thing I remember about the abolishment of the country form of Govt in Ct. was what I took for the reason for the abolishment, the Ct. Sheriff’s Dept. There was a stink over how the counties high sheriff’s depts were run, with deputies all required to donate to the high sheriff’s re-election campaign. And that issue caused the state to re-evaluate the country form of govt. I could be wrong, but that’s how I remember it.
