"-" means the the input is lower than the output of the repeater. For example if the output is 145.235 with the "-" means the input to the repater will be 144.635
"+" means the input is the higher than the output of the repeater
so 147.06 with a "+" means the input to the repeater will be 147.66
Most 2 meter(144 Mhz) offsets are 600 Khz and the UHF offsets are 5 Mhz.
Astrack, as a rule of thumb the 2 meter repeaters in the 145. and 146. portion are almost always a negative offset and the 147. portion are usually the plus offsets.
Also some parts of CA, AZ, NV, NM, MD, NJ, NY, MA, CT and probably more that I don't know about use - offsets.
Some places even have + and - repeaters in the same area.
