Commercial? Public service? Amateur???

Public service usually has a radio shop that performs maintenance and repairs and they sometimes have published comm freqs or talk groups. Commercial systems are sometimes owned by a communications company who does their own maintenance and sometimes they are privately owned and they farm out maintenance and repairs. They could be using their own repeater systems to communicated or more likely cell phone. Amateur repeaters are maintained by amateurs and they blab about it on various amateur frequencies, no way to predict those frequencies.

What makes you think there is an issue on their end vs something on your end?

Sometimes large counties/cities have their own internal radio shops.
Sometimes they have a contract with a local company.
Sometimes when they purchase the system they have a contract with the manufacturer, installer, or local shop.
Sometimes they may have an internal radio guy.

Really depends on the department. If the repeater is having issues, it could be a number of things, but the officers will complain. They might be waiting on parts or a tech.

Unlikely you'd hear any radio traffic regarding this, other than on the channel itself. Likely a tech might pop up to do some testing before and after the work.

I listen to Merrimack County, 155.685, on a number of different scanners. No problems, no difficulty, and always clear.
