Most all the wolf activity is still in and around the Yellowstone and Grand Teton Park areas. A couple of years ago the Park Service put in place regulations making it a federal crime to posess equipment capable of tracking, or the frequencies used by the wolf radio collars, in the parks. It pretty much shut down overt use of radio equipment by non-official or non-sanctioned folks for tracking or spotting the wolves. It's still possible to get info on equipment to use and so forth, particularly with a little on-scene observation of things like antenna length (to figure out the frequency band used), and internet research, but it is a risk.
The WYOLINK system continues on it's buildout but the biggest delay seems to be waiting on the various site licenses. I've heard testing on a number of the sites, including link tests, but after the testing is done, everything is turned back off. The only place where there seems to be consistent usage is down in the SE part of the state around Cheyenne, Laramie, and maybe Wheatland. The last newsletter from WYOLINK mentioned that the Highway Patrol needed to build or upgrade some additional dispatch facilities, and that wouldn't be until after the beginning of 2008.
We keep hoping it will really get off the ground this year, but ...
