That method is too advanced for me and many other new users.

The comments after the description of that method confirm that.

Do it manually


I'm not the OP, but will try the manual insrallation method to see how it compares.

Test of Manual Installation of SDR# as suggested by dickie757:

I downloaded the two indicated files in a new SDR# folder and checked what driver was in the Device Manager. The other Zadig file was automatically inserted by the software; I didn't do that.

It was necessary for me to remove the checkmark to find the device:

Modify Driver:

Device listed as USB Device in Device Manager:

CONCLUSION:
I was able to do the Manual Installation, but it was quite tedious. I think it is excellent as a backup if no other way will work, but it is probably too difficult for a beginner. A beginner is better off doing the installation as suggested in the manual, which is to click on install-rtlsdr when connected to the internet. This will download and install two necessary files.
