I got rid of the QC ssytem only using BETTENDORF still shows nothing to scan...I even deleted all positions and systems on scanner....started from scratch using one system only for TGID's still "nothing to Scan" true not an expert on this by any means but I've been using this scanner for soemtime now never had this issue
You don't understand trunking apparently. Reading the short version might help.

Gee thanks for your incredible insight. As stated, few times, it's just the TGID's as it was a new thing for me. Never had a system using them. I was able to get them up n running due to other ls reply's they were extremely helpful and I thank all for your patience and assistance. We almost all....lol

i have the 396T, the 396XT and the 325P2.
the best they would do on our smilcast system was,
1/4 second of voice and then 1/4 second of silence.
they work great around the county but not at home.
buying the SDS100 solved that.
just sitting in one spot they would show 0 bars to 5 and that is just the data channel (no on talking)
yes, talkgroups would show up with no voice and then with voice for no reason.
if you can legally take the radio for a ride and if possible get close to a tower, that tells you it is programmed right.
if not, and i hate to tell someone to spend money, then you might have to get one of the SDS models.
i hear the the SDR sticks work as they employ the same software.
it works for a friend, but he is in a good reception area, 1/2 mile from a tower.
squelch on 2 and drive around.

Are you sure you have this programmed as a P25 trunked system? I could be easily be wrong, but I think that the 325P2/996P2 only shows the NAC for conventional frequencies. Do you see ID Scan or ID Search on the display while it is scanning?

You may want to attach your current programming file so we can take a look at it (or a screenshot like you showed before)

I believe there are places (Scanner Master for one) who will program for a fee. They may even do it remotely. Or, ask on the regional forum for your state. See if you can find someone close by who can meet up with you and show you the ropes.

You're not going to get anything from law enforcement, according they are all encrypted and there isn't a scanner made that will receive encrypted traffic. It looks like fire and city services are in the clear (not encrypted).

You may be able to test the simulcast theory by going close to a tower without any antenna or a poor antenna and see if things improve.

Any mode that says TE or DE is encrypted. If the scanner detects an encrypted voice it'll move on. Your police talkgroups are all encrypted.

Here you go. Import this database into your scanner, then look at it in ProScan. This will help you know how things work and will get you started. You may want to program Scott County as there are fire Ops and certain sheriff talk groups that are not encrypted. The Te (lower case e) is partially encrypted. So may be worthwhile programming those.

and by close, a couple of hundred feet.

I would not need to be that close - just close enough that the tower in question is overwhelmingly stronger than any others.
