To understand that, you need a quick lesson in how a repeater operates. A repeater site basically consists of a receiver and a base transmitter. Repeaters are generally located in high locations, with high power transmitters.

The mobile radio (vehicle) or portable radio will transmit on the repeater input frequency. This is picked up by the repeater receiver, and the audio is then transmitted by the repeater on the repeater output frequency, at a much higher power level. The higher power level and greater coverage area of the repeater allows the signal to be heard over a much larger area, compared to the signal from the portable or mobile radio alone.

Basically, to answer your question, on the repeater input you will hear the transmission from the vehicle or portable radio. You will have to be close to the mobile or portable radio to hear anything.

It's easier to listen to the repeater output, and I would recommend listening to the repeater output. However, by listening to the repeater input you will know when the mobile or portable radio is close by.

In my town in rural sask., the RCMP is simulcast over Vhf and Fleetnet even when they are disconnected from Regina Comm center. I monitor the fleetnet side because I get way better range with my Handheld scanner (20+ miles).

I have been experimenting with this simulcast for the past week to see if "selected" comms are not simulcasted to Fleetnet. I dug out my old beastie a Pro 2002 and have that monitoring our local VHF repeater, and my 245xlt is sitting on Fleetnet TG 1286.

Almost a week has gone by and all comms that were transimitted on VHF have been heard on Fleetnet. Keep in mind I did hear two cars last week talking amungst themselves on VHF, and at the same time not hearing a peep on Fleetnet. All comms may not be simulasted, but if there are "drops" by Fleetnet they won't be a factor because they are so rare.

I agree with emsguy. Fleetnet does have a BIG advantage in range and coverage, and I'm obivously not missing much at all in dropped comms from VHF. I'll stick with Fleetnet on monitoring RCMP.
