Yes I have--in FL and NY states. I am not a ham operator but I am a certified firefighter as well as I possess media credentials. They were okay with it after they understood.

I have a my own solution. I use a RS232 to TCP program that sends this data over SSH on an embedded server in the router. My laptop with scanner software thinks I have a physical serial connection anywhere in the world. Audio is delivered through TCP so I can encrypt that with SSH as well. 64 Kbps on average. Pretty neat.
