If its the same system without any changes that was in town for the conference last year, there is no encryption and it was used for coordination of VIP transport.

Likely the organizers are paying RCMP to run security for their talent's comings and goings to the event, and thus, this system is set up. Regular policing will probably still occur on ground level by private security and over the standard p25 system for anything that actually requires a police presence.

I remember last year and it was very frustrating. The RCMP made many comm references to members on the field using "the VIP radios" but I had no luck finding the system. Since then I programmed that system into my radio and just this weekend noticed that a signal was registering on the control channel.

Friends tell me that last week Aliant installed two temporary cell towers so I am assuming that they hooked up the RCMP at the same time.

Yeah p25 can be a little funny to find if your radio, like say the HomePatrol does p25. When it hits the channel during a range scan it'll just hold and switch to silence. You kind of have to check the nearest frequency above or below a 3-4 bar channel that's broadcasting "silence" to see if you can hear the actual digital noise from the control channel.

Anyway, keep me informed of how it goes this year.

Talkgroup 601

I just read this full thread and saw that a while back you picked up TG 601 and did not know its name. It is called "Spare 1". I found this out when a week or two ago there was a fatal car crash close to GF-W. When traffic services arrived to investigate and do measurements, the traffic analyst instructed the local officer who was helping him to switch to "Spare 1" because there was too much traffic on the local TG (545). The TGID was 601. When they finished the highway work they switched back to 545.

I programmed both edacs and p25 systems. Doesn't seem to be working.

Example. I can hold on the Whitbourne edacs control channel and get the usual digital noise at full meter.
The noise will stop and I can hear voice transmission but can't hear any voice during search or scan.

What other settings should I have?
Delay, hold, I-call, EDCS ID format?

Scanner is a 396T

If I recall correctly, the Whitbourne site is EDACS SCAT (Single Channel Autonomous Trunking), not normal EDACS. I think the 396T can do SCAT, check in the settings.

Provided I have the latest library update for RCMP P25 in Newfoundland, will I receive the Spare 1
TG 601 in central NL on my PSR-800? Or do I need to program that one separately?

Good odds are your scanner is set up to find any talkgroups not already programmed.

I have a BCD396XT and there is an option to do an ID Scan or an ID Search. Scan will only receive TGs you have programmed in while Search will catch any traffic on the site. (I guess the 'Scan' option is useful in busy areas but kind of pointless in NL)
I have never used a PSR-800 but it may have a similar option. If so, be sure it is set up to Search.

Spare 1

Last evening the Deer Lake TG was active on the GF-W repeater and I heard a Traffic Services member notify 97 that a number of cars would be operating a checkpoint on the Spare 1 talkgroup. No surprise that I did not hear any transmissions from it as it was in Deer Lake and the TG was not on our repeater.
Ha ha - Just as I finished typing the above I heard two traffic services cars using it here in GFW. (This is the big day with 30 000 people here for concert)

RCMP VIP

I have the system downloaded from RR. The control channel is active but I am not hearing any transmissions. I don't think I am missing it because of encryption. I have used an analog scanner to search around for alternate freqs with no luck.
They are using 'VIP Radios" today on the concert field. Grrrrrr!!!!!!
Yesterday, the mic was keyed twice with no voice and that's it. Frustrating.
