Here are some excerpts from my DSDplus event files. Your scanner will pass the unencrypted audio but not the encrypted audio.

It appears Bend PD also has some unencrypted radios in the mix. This is a display from DSDplus that decodes the control channel data.

I can confirm that some of Redmond PD's radios are not encrypted and some of the dispatchers are not encrypted, it is completely random. That being said, a majority of their radios are encrypted ALL the Time. The broadcastify feeds are supplied by Deschutes 911 and they are on a 30 minute delay and they are "in the clear" because they are supplying the audio. Nothing wrong with your
Thank you this does help a lot.
Any confirmation on Deschutes County sheriff’s office, deputies and dispatch frequencies?
Which frequencies do you currently have so I can cross reference them with the ones I have and add the ones I do not.

All Deschutes County Fire and Law agencies are on the Oregon State Radio Project trunked radio system. Your scanner already has them if that is your screen shot. Pick the towers that are closest to you and there ya go.
When the transmissions from DCSO comes on the scanner I do not hear any chatter from dispatch or deputies the channel will stay on transmission and remain on transmission for several seconds and then continue scanning as it should. I just hear nothing. CROOK COUNTY AND ALL STATE POLICE and everything else in the Oregon state radio project works exceptionally well.

Let me clarify for you, ALL law agencies dispatched by Deschutes Co 911 are 99.9% encrypted. So your scanner will stop on the talkgroup to determine if it’s encrypted and then move along. Crook County is not encrypted yet. Both Jefferson County and Crook counties have links into the Oregon State Radio project and they are not encrypted. OSP has some encrypted talkgroups but most are not.

That’s crazy! I’m learning a lot though.
Earlier when I changed my filter from wide invert to wide auto I started getting DCSO transmissions right away and could hear them crystal clear. Then I went into town to run some errands and when I came back turned the scanner on and it no longer would transmit verbal audio again. Just seems weird…….does the filter have anything to do with that?

You are not helping yourself. You have been told by people that do this for a living what is going on and You either do not understand or you refuse to understand.
Actually kd7jfv has been extremely helpful and has got me up and running on Redmond PD now. You have only said research is your friend and do what this person or that person says but have offered no real solutions yourself. You learn by asking questions which is part of the research process, So thanks for nothing.

When it doesn't show any RID's and Source says External, could that mean that the call comes through a hardware patch from another system? Or why does it only show RID when it is an encrypted conversation?
