Senica oakland

Does anyone know whats going on with oakland? On senica there is no patrol 2 ,and i can't pick up the main system with the antenna i have when iam indoors

i can only pick up the Seneca antenna transmissions in San Jose? OFD Comes in loud and clear. Download it seperately from the Broadway St. antenna and it will work. I do not know why I cannot receive the Broadway St. antennas??
