Ranges:
I'm not gonna hoot on anyone about the ranges for statewide systems that are in the DB - they're what they are for a reason.
The Department (Talkgroup Category) ranges that cover all of a state are given as that because a) the talkgroup can actually light up on any or all towers in the state or b) talkgroup assignments on a TRS are dynamic in nature and to try to define a specific location and coverage range would be a full time job (as it is for the techs that actually administer the TRS's. Most of the location overlap issues are because the states aren't perfect round circles, as ranges are. Once you grasp this, you understand that the ranges aren't a mistake, but a best effort given the restrictions of the systems. Remember, you can mask out what you don't want to hear, best done by creating and editing Favorites. Most of the time, you aren't going to want to scan using the full DB anyway..
As UPMan stated, when the RR database is set up to record rectangular coordinates for Location, the overlapping into adjoining states could be fixed, (but it'll be a lot of work laying out the coordinates, I'm sure the RR database admins will welcome help on it when it happens).
