Setting Up EDACS Trunking

I'm trying to set up EDACS to listen to trunked traffic. Working
from this table:
State of Alabama Trunking System, Statewide, Alabama - Scanner Frequencies

Want to listen to Huntsville, so I programmed the 5 frequencies into my Pro 164, beginning with channel 01 in an empty bank. I'm using ARC 300, so went to the bank config, selected EDACS, and selected EDACS for each of the 5 freqs. I did enter all the DEC TGIDs of interest, but even so I am running the bank in open mode. So far, no traffic. The LCD on the scanner pops the T symbol up so I know it hears the control channel. Any ideas?
