WVSIRN -- Mt Storm
There is a pending application (by Potomac Valley Transit Authority) for a trunked license for Mt Storm. The license includes a full set of frequencies for the Mt Storm site as well as two additional frequencies for a location in Petersburg [which happens to be the same location as the Petersburg SIRN site].
So I imagine this license is being acquired in a similar fashion to the one license (was it st albans or malden or something) which is licensed to KVRTA.
The emissions on the license are P25.
Given all I have said above, I am going to bet that this license is for the Mt. Storm WVSIRN site [with additional frequencies to be added to the Petersburg site].

Starting at 9 pm last night TG 9486 has been active in the clear on the Berkeley County Site, Radio ids noted have been 87514, 87504, 87506, 87497, 87498. Comms have been between various units and Central (?). From comms such as "have 6 males in the dining hall" and others sounds like corrections to me.
Note - Radio ids in the local facility near Martinsburg have been noted as 83xxx, 84xxx so maybe not local.

MCC = ERJ. From the second link:

I'm monitoring their analog repeater with another radio to see if it is simulcasting the new TG, or if voices/names match on analog and digital. So far it appears negative for simulcasting.

They are two separate facilities. The WV DOC and WVRJ are two separate divisions under WV DMAPS.
You are correct it could be the juvenile detention center.

Technically yes, but not exactly. They're both within the same perimeter fence on the corner of Grapevine Road and Highway 9. The juvenile facility is totally separate thing on Queen St.
Interestingly, the ERJ analog repeater (460.400) is still active, but its traffic doesn't match the new TG or any of the known corrections TGs on SIRN.
