however in like 2014, I had to use my scanner for other things as Leo claimed the gang problem in Grant County made them go encrypted, I called BS and still do.
100% true, but not 'gang' as much as certain special interest groups from south of the border tracking radio ID's for drug task force members in an attempt to set up an ambush. I am intimately familiar with 2 of the LEOs involved.

They nearly encrypted the trunking control channel as a result, but technical difficulties apparently stopped that.

as for the state patrol, I never heard them in Grant, Kittitas, Chelan, Douglas, Adams, or Spokane counties

WSP definitely can be monitored.

WSP uses three(+) systems, depending on where...
700Mhz system:
WA State Patrol Trunking System, Various, Washington
JIWN:
Justice Integrated Wireless Network Trunking System, Various, Multi-State
Conventional:
WA State Patrol (Washington) Scanner Frequencies and Radio Frequency Reference

Spokane additionally patches WSP to SRECS:
Spokane Regional Emergency Communications System)

The counties you listed WSP districts (except Spokane) most likely are using conventional - maybe JIWN.
Note: some areas use more than 1 system (ex: Seattle area you can hear WSP on 700 and also conventional)

well it was a joke...
it would just mean that it receives for 10 feet.
i take it to really mean the wire is 10 feet long.
