Does anyone have any frequencies and/or information on this system used by the NYS Division of Military and Naval Affairs? Told they use MARS frequencies. HF between 3-30 MHz

This might be a little old, but I found this list in my PC:
3276.0, 4881.0, 5432.5, 8950.0, 9295.0, 11696.0, 16023.0, 25350.0
Expect these to be ALE/USB. The main freqs were 4881.0 & 5432.5 during morning drills.
