Actually, I would guess that VENUS 91 is doing pilot training rather than a test flight. They are in the airport traffic pattern at Albany practicing landings. The tower clears them for the option meaning that they can do a missed/low approach, a touch and go or a full stop landing.
Which begs the question of what is VENUS 98 testing if it flies a two-hour flight at FL310 and comes back to ADW to land? Some ETOPS equipment like the APU generator and fuel crossfeed valves need to be cold-soaked at altitude for testing. Or, possibly the pilots were on Covid leave and just needed two hours of flight time to maintain flight pay.

Yes, the 2009 fiscal year C-32As (09-0015, 09-0016, 09-0017, 09-0018) often stand in for AF1. And VENUS98's flight pattern looks similar to other COOP/COG exercises flown alongside the E-4Bs.Bill
Actually, there one of the monthly Continuity of Government (COG) exercises going on HF yesterday & day (at least). Maybe Venus 98 was participating in that. They usually go out that way following one of the E-4s then head back to ADW. It's always one of the C032s that sometimes fills in for AF1, it's probably simulating AF1 for the COG exercise since it probably has the some comms suite as AF1.
