Makes more sense now.INMARSAT is not military it is a commercial use service. while they do have secure comms and services, this is generally used by the commercial aviation industry and military aviation for weather/navigation/medical assistance/aviation technical assistance. Also, the shipping industry are heavy users for a ton things.
