High Security Leaves Clinton Hiding in Plane Sight

ISLAMABAD, Pakistan, March 25—President Clinton's trip to Pakistan today was cloaked in mystery and extraordinary security efforts, including sending a decoy aircraft ahead to Islamabad before the president arrived in an unmarked jet.
The elaborate scheme began in Bombay, when Clinton walked down a red carpet to bid farewell to officials and diplomats who stood near a large U.S. military C-17 transport plane.
Instead of boarding that plane, Clinton walked around the front and headed for two smaller Gulfstream jets parked on the other side. One was emblazoned with the words "United States of America" and an American flag; the other was unmarked and all white.
Clinton headed for the white plane, Secret Service officials boarded the plane with official markings, and both took off for Pakistan. Although the departure ceremony was broadcast live on Indian television, the view of cameras and journalists was somewhat obscured by the C-17, and few people realized Clinton was on the unmarked plane.
In Pakistan, the officially marked plane landed first and taxied to the welcoming spot in front of journalists, and, as cameras clicked and whirred, several men in suits got off. The first, a large man with thick gray hair, bore a resemblance to Clinton but was actually a Secret Service agent.
Suddenly, the unmarked plane approached the airport--from the opposite direction from which the marked plane had come--and made a swift, low landing. Before Clinton disembarked, a large black limousine pulled between him and the platform of journalists.
Clinton's head was visible above the car, but cameras had little success capturing the brief welcoming ceremony in which two Pakistani children gave him some flowers.
When Clinton's motorcade sped away, it contained five similar black limousines. Aides said it was likely the cars switched positions--and the president may have switched cars--once they left the airport.
White House officials said the decoy plane, decoy men and multiple cars were meant to fool any terrorists hoping to take a shot at the president. The measures were not taken in response to a specific threat, officials said, but had been rehearsed for weeks.
One White House official said it is possible that decoy planes have been used before, "but I've never seen it."
Security officials were highly concerned about Clinton's safety because of recent incidents of anti-Western terrorism and violence in Pakistan. In 1995, two American employees of the consulate in Karachi were killed when their vehicle was attacked.
Earlier in Clinton's trip, a visit to a Bangladeshi village was canceled due to what officials described as a "credible" security threat.
