Enter the frequencies as analog, 152.345 152.465 461.8875 464.0125 and listen if they actually use digital transmissions. It could be that they just have their licenses prepared if they in the future have any plans to go digital.

If they use digital, then set the search range to go between 152.245 and 152.465 and thick the boxes that it should decode all of the digital formats. Then watch the display and see what format it says it decodes and program the channels with that format. Then set range to 461.0125 to 461.0125 (the same frequency as start and stop) and it will just monitor that frequency and report what digital format it is decoding. Do the same with 464.0125

But first check with analog programmed channels and listen to what actually are transmitted, analog or digital. Set it to record the channels and let the scanner save whatever are transmitted so you don't have to nurse the scanner.
