That was for during Afghanistan time. I was desert storm time.
I don't have any access to the VA but I hope they are more interested in this problem than the Doctors and ENT's out on the street.

I get very dismissive comments: "oh you have hearing loss. its normal" . Except, my hearing was fine until about 4 years ago, the tinnitus goes back 20 + years. "oh, There is no cure, just live with it.".

I am starting to press this issue with my ENT.

Not sure what your state considers medical marijuana. I can personally report that CBD products are entirely useless for tinnitus or any other pain I have tried it for. the "real stuff" may work much better. I have a friend, a heavy user from way back. He reports perfect health. There could be other explanations, but go figure.
Medical marijuana in Pennsylvania is by license only that is issued by the state after a physician endorses it as addressing one of the ailments on the list. It's the real deal and it's very potent, I personally do not have a medical marijuana license myself. Law enforcement makes it very clear that if you have a medical marijuana license in Pennsylvania you are forbidden from owning or purchasing a firearm and the county sheriff has signs all over their Carry Permit Office saying that is a crime to have a medical marijuana license and a license to carry firearms.

CBD products, the gummies, flowers and such can be bought anywhere including gas stations, news stands, smoke shops and there are actually dispensaries where no license is required at all, that product has to have less than 0.3 percent Delta 9 THC.

I have no idea how they make up the list or determine eligibility, 😉.. not my crowd running Harrisburg.

I do live on the border of New Jersey and there you do not need a medical marijuana card, it has recreational dispensaries everywhere and you anonymously purchase all you want but if you cross over the line back into Pennsylvania, it's a federal felony.

If it does work for people and treats tinnitus, where there's a will, there's a way.

No cures that I know of. Sucks but try to live with it. Mine gets real loud when I’m tired.
I'm OK during the day at work or around the house when busy, it's bedtime that sucks. We have pretty loud air purifier that we turn on at bedtime and I might fall asleep watching the TV. That helps a bunch. My wife or I will turn it off and I can fall back asleep pretty easy.

Too much gunfire = tinnitis and tone deaf, makes radio hard to understand.
60 years of white noise and loud Machine shops. Go figure.

I suffered mightily with tinnitus for years and couldn't figure out the "why". I didn't really try to do anything about it until about 2010 when I was finally welcomed into the VA for some health issues.

At one of my first appointments, my doctor (who'd served in the Air Force and was around jet engines) asked if my hearing was "okay". I told him that I had the ringing in the ears that seemed to come and go. Of course, being of the generation that wasn't happy unless our ears were nearly bleeding while we embraced the music of the age, I told him I just blamed that. He suggested that I contact the audiology department as he suspected something more sinister.

So, I did and the audiologist and some other folks in white coats found that my hearing drops off severely at ~12 kHz in both ears; with the left ear the worst. They noted that since I had served in the submarine fleet for 4.5 years and they suspected that the large fans used to circulate the air emitted high frequency noises that eventually made me "deaf" to frequencies above 12 kHz. I applied for and was granted a "Service Connected Disability" and so, I now get a nice little stipend each month for my troubles--and probably free hearing aids if I live long enough.

All of this is/was well and good, but it still didn't do anything for the ringing. Fast forward six or seven years and a cardiologist prescribed some meds for my out of control BP and voila!! the ringing is significantly reduced.

Was that to be inhaled as fumes or was it some chemicals to swallow and what name did they have for it on the prescription?

My hearing aids help to reduce the constant squealing. Not by playing white noise (that's an option), but by making all the sounds around me louder, giving my brain something to process.

I sleep with white noise playing on a small speaker.

I stopped drinking tonic water, that helped. It was my standard drink at meals.

Amy klobishar put a stop to most claims for tinnitus. My brother served in air force working with bombs and was denied service connection. Had plenty of documentation.

I was told by a doctor the minute hair follicles in the inner ear die off that vibrate for your hearing which then the brain tries to make up for it by producing additional noise , it's a real PIA
My audiologist told me years ago the follicles bend in response to sound. Very loud sounds will bend these follicles too far and they don’t spring back.

Makes one wonder if Rogaine(TM) would work on the hair follicles in an ear?

Your brother should seek out someone like the DAV to help. Tinnitus is one of the most clamed and approved disabilities
Took me 3 months and I got it at 10%

At a constant sound pressure (volume) normal hearing rolls off at 6Db per octave. rather linear.
My hearing chart looks more like a roller coaster, deaf as a post at some frequencies

It then resembles more of pink noise, that are often recommended over white noise that have more high frequency energy and can be irritating.

I also prefer bubbly water to not take away anything from the taste from the food. Are you sure there's a connection?

For myself, the real weed makes it a bit worse, but at least it makes me not care about it 😃

Mine started up with a diabetes medication. ACTOS. It might have been there before at lower level. My late brother suffered from it so it might be my time.
