I see Tioga County was granted a license in November for a 6 site UHF P25 trunked system. Has anyone heard any info about implementation plans?
It’s been slow going from what I hear due to site acquisitions. Rumor has it they are joining CNYICC along with Broome using the shared core.

Be patient. Broome County held a major press conference in January 2019 announcing the new P25 trunked system, promising it would be in use in two years, or at least in 2021. The first sites just went online last month, and the last tower site was just completed a couple of months ago.
On the Tioga County website a there is a request for proposals for communications structure construction from August 2021, which probably is for the radio system sites. It will be a while.

If you haven't seen the consultant report from 2018 for the county, I have added the link below. The final pages are a table of the necessity and desirability of various features. You'll note that "Trunking" and "P25 Phase2" are deemed "not necessary or desirable". It is a good thing they didn't follow those recommendations. Joining CNYICC makes a lot of sense, as there is a significant amount of mutual aid between Tioga and Broome along the Route 86/434/17C, 38B and 79 corridors.

Sorry if this is a silly question:

If Tioga County is going forward with a trunked P25 system, will this be a phase I or a phase II P25 system?

That's not a silly question at all for this forum as only certain scanners are capable of monitoring Phase II P25 systems. The answer to your question would have to either come from someone directly involved in the construction/implementation of the system or someone who monitors the system when it comes online.

If you asking because you are considering buying a scanner, the system will likely be LSM Simulcast even if it is Phase 1 so you need a scanner that can properly handle LSM like the Uniden SDS or Unication. Any older Phase I only scanner is very likely to have major problems with the new system even if it they do not go Phase II.

There were two licenses granted (WRON481 and WRON482), so it's going to be a 9 subsite simulcast, not 6.

So far they have only licensed 4 frequencies at each of the 9 subsites. If that holds true, then the system would have to be TDMA, as it would be nonsensical to build a countywide FDMA system with only 3 traffic channels. TDMA doubles that to 6 voice slots.

That being said, on a technical note, none of the repeaters are licensed for H-DQPSK TDMA emissions (9K80D7W). In fact, the repeaters aren't even licensed properly for FDMA LSM (8K70D1W). Instead they are all licensed for C4FM voice and data (8K10F1E and 8K10F1D).

Asking because I work in tioga and I just bought a APX7000Xe and wanted to know if it would work on the new system. But it honestly sounds like the new system is a pipe dream; the county seems to move in slow motion.

What's the FLASHcode of the APX?

If you want to make sure it'll work on any future P25 system in the county, it'll obviously need at least one of the UHF bands provisioned (along with QA00579 - Enable Dual Band Operation if UHF is not the primary band), along with the following options:

Q806 - ASTRO Digital Operation
Q361 - ASTRO 25 9600 Baud Trunking Systems Operation
H38 - SMARTZONE Systems Operation
Q173 - SMARTZONE OMNILINK Multizone Operation
QA00580 - TDMA Operation

Looks like I have everything but the TDMA.

Ill see if the radio guy can ask around for the system plans when I work with him next.

That is a terribly outdated decoder, it really should be done away with, it causes confusion. I think the last time that thing was updated was never or the mid 2000's

I prefer the official MSI FLASHCode Portal, but that's just me. Either way, the radio will work on just about any FDMA or TDMA VHF or UHF P25 system (except for T-Band, but that's kind of moot in upstate NY).

I've noticed this license company has done the same thing with the Albany and Saratoga LSM sys. Same thing on the outputs, 8K10F1E. The original filing for Albany Co&Metro sites for the new 2015 phase 1 LSM rptr outputs are listed as 8K10F1E and 9K80D7W which still has operations as a Phase 1 LSM. They did the Schenectady phase 2 site license correct

What "state" system would that be? No such animal in New York State.

Sorry I misworded that question, I know broome county switched over or is in process of changing over the to CNYICC system and saw Tioga County is supposed to be here as well, was curious about any updates to this moving forward

Why would it be necessary?
They can have P25 capable radios in an analog county.

It's going to be a very long time....years, not months. The county just applied for and was granted extended implementation (aka slow growth), meaning they have until 2026 to get the sites constructed.
