Yes, those prices are correct.
I can see where PD's could benefit from the security of these radios, but how would a FD justify such purchases? I mean, it is quite obvious when one of those big red, flashy, sireny hulk of bulk travels down the road.

Depends on state/county contracts but yes 7-10K plus is normal. We spend over 7K for our loaded 8000's for SAR. You dont need the NXT to be secure but there may be other options they wanted like Smart Connect, Mapping or other featurs found in the NXT platform.

PCWIN in Pima County buys the same radios for all users. The sheer number of radios they buy guarantees a significant discount. TFD will likely not encrypt. They send patient information over cellular networks rather than through the MEDS channels.

Phoenix FDRDC has two encrypted K-deck TG's for VIP protection details, as well as SWAT stand-by. Every department under that umbrella also has two additional encrypted E-deck TG's for when they need them. I wouldn't be surprised if TFD has, or will have in the future, one or two for the same reasons.

Tempe FD has their own E Deck. E may go over B for roaming. It should stay on the Tempe site.
