Can you provide more details here?

Are you seeing encryption? Where? Which frequencies?

I did hear encryption Friday afternoon on 151.1225 P25 NAC 293 in West Texas. The encryption started after a vehicle rollover on a state highway. The roads are icy and it bitter cold here. This is the first time that I have heard encryption on a TXDOT frequency, but I will go back and check my notes.

Why in the world something like HERO be encrypted?
Because the public agencies will keep hiding their communications until enough people (voters) raise hell. Sadly, not enough of us are around to ever raise a stink bad enough to persuade a sheriff, city manager or county judge that the taxpayers should always have the ability to monitor emergency communications. Other countries rolled over and gave up that right long ago and now they can’t even own scanners.
