I am trying to program using Frer Scan and importing from RR. I get am error saying NO APCO banf plan fotr all the groups. I can see all the frequencies are uploaded to scanner however i get nothing over the radio expcet occasional static.Help....

First let's see where you are (county state is fine), what software you are using and what system you are trying to program.
As a side note, Freescan gives this error, and it's erroneous in most cases.

Do this: Right click on your FreeSCAN .996 programming file and Send to Compressed (zipped) folder to be able to attach your file. Click on Attach files and Open the zipped folder. We will be able to look at your file and check it for errors. Which site or sites are you using? You may be using sites out of range. Knowing your city would narrow down the sites you should be using. You may also be experiencing simulcast distortion depending upon your location.
The "no band plan" error message for your P25 systems is a quirk of FreeSCAN. No band plan is needed for a true P25 system. Normally, you only get that warning the first time or two that you load a system, then FreeSCAN quits telling you that.
As far as 'no reception', that's a different issue. As tvengr has already suggested, posting your programming file would enable someone else to take a look for any errors or omissions that need to be corrected. I would note that, in general, when importing from the database into FreeSCAN, it generally sets the system type as "Mot Type II/P25". For the 325P2, as well as all the Uniden DMA scanners starting with the old 396XT, the correct system type to use is "P25 Standard (Digital XT)".
While you cannot edit the system type directly on the scanner, you can make the change in FreeSCAN.
