Sentinel: Upgrading Sentinel Error: Updating Unit Failed Operation Is Canceled

I have been trying to upgrade my Sentinel on a Windows 10 laptop computer. I see from previous post others have had some challenges, too.
I am using a Uniden SDS100. The scanner still works with ARC536PRO and ProScan.

The error message I get is:

Updating unit failed.

Operation is canceled.

The remote server returned an error: 229 Extended Passive
Mode Entered (///2821///)

I am trying to determine what my next move should be from here.

T-Mobile Home Internet.

I will try the hotspot from my AT&T smartphone.

I just wanted to take a moment and say thank you, again. I brought home my AT&T hotspot and the upgrade to Sentinel worked right away.

Just for fun, I switched back to the T-Mobile Home Internet and error message returns!

I also checked Firmware Version:

Main: Version 1.10.00
Sub : Version 1.02.01

And that appears to be current.

T-Mobile is probably blocking FTP communications.

Which would require rewriting all software Server and Client then work all the bugs out of it. When the real answer is get a real internet provider.
Sentinel for certain but not so certain about the server. It does a simple GET over FTP so not much rewriting to be done. How many bugs can you introduce by moving from downloading a file over FTP to TLS?

I don’t agree that switching ISPs is the real answer. Some don’t have an option and it is 2021 and time to ditch old protocols.

Then just maybe the ISP needs to have complaints filed with the FCC and be forced to change.

How do I report an ISP to the FCC?
