I'm picking up the US Postal Service on 408.3375 which is currently in the RRDB as P25 NAC 293

Seems they are now DMR, CC01. Picking up TG3 right now discussing mail to Brooklyn and Queens.
Pretty active for 11:30pm at night.

It may be time to adjust that frequency in the database if we can start to confirm who is using TG3 and if there are any other groups on that frequency.

Sounds like what you are hearing is a USPS sorting facility, many of them do use DMR. I just identified one in the Raleigh/Durham area and have heard others in NC. However, what is listed in the database is the USPS Postal Inspectors which usually use P25. If you notice the database lists it as an emergency repeater, it's not a big stretch to assume it isn't used often and wouldn't interfere with the sorting facility.

Here in Lexington our sorting facility uses DMR, Mostly 1 talk group, and both slots. One for Dock's & Trucks, and another for actually sorting.

While the USPS Postal Inspectors are P25, which is what is listed in the DB

The Sorting and Distribution sections seem to love DMR and at times have been allocated
the same frequency [not the Primary PIS channels] as what PIS has in P25

Good find, now to narrowdown what site and have it added, but make sure the PIS info is still kept
as they do have it in their radios.

Just noticed N1GAW basically said the same...

The USPS was sold Moto 6550 DMR radios about seven years ago. Many locations used them as conventional NFM radios. It looks like some radio savvy person in the USPS or a consultant is reprogramming radios one location at a time.

To add to this, you will probably hear them more at night than during day. Regular radio traffic in Lexington starts here around 20:00 and ends around 02:00 next morning. Shift change also changes at 23:00 here so more radio checks are common with the control facility calling admins & line supervisors. It seems every year more DMR is used in the federal band for agencies here in Lexington, most of the time it's not FBI or DEA but the VA hospitals or census bureau.

I've programmed all these NYC USPS frequencies for a while now but I never hear anything, even though I'm right in Manhattan and have DMR capability. Sometimes, rarely, I heard a very short "chirping" noise on the Postal Inspection frequency, which I'm assuming is some sort of encryption. Not sure what I'm doing wrong that I never hear trucks, carriers, etc.

Postal Carriers have no radios.

Radio use is [In My Experience]
Postal Inspectors, Postal Police, Transportation Ops and Sorting Facilities

I wonder if they are also encrypting in addition to programming them as DMR rather than conventional? Because by me, there is a frequency that I get DMR Basic Privacy encryption, which I believe is USPS. I can't really confirm though since it is encrypted.

Actually confirmation is easy, if you know the potential target.
Go near-by, listen to the input and output - enable ATT on your scanner as well as remove the antenna.

If you still get it full strength, you have 90% confirmed, outside of it having ENC

Good point, there are three postal facilities near me, so I need to go try that. The only problem is the transmissions are very sparse and sometimes late at night.

Most facility operations here in Lexington, KY start around 22:00 on the radios. I always go have a nice dinner at the waffle house next door then wait for the chatter to start. Most of the time it is the same ole admin & sorting but they use clear operations here.
