Using Win96 on PRO2096

when i tried to perform a web import using Win96 to radioreference i get this error ??

there was an error communicating with radioreference.com. the text of the error was:

No connection could be made because the target machine actively refused it

connect failed in tcp_connect()

I can logon to radioreference just fine until i try a web import from win96. Any ideas??
