Diagnosing some sources of interference on my new railroad feed near Richmond KY.. I've got a VERY strong signal close by on 161.835, SDRTrunk says Tier 3 DMR. First guess was East KY Power Coop since I know they operate VHF DMR trunking but I can't find a matching license. Is there any other system to look at in the area that could match?

I’m suspecting it’s East KY Power Coop as they have a site in Henry County using 161.825 as well as a few other sites using 161.825. During good band conditions it’s very possible that’s what you’re receiving. SDRs typically don’t have good filtering and drift on frequencies which is why you may be seeing it on 161.835. Searching the entire FCC database, there is nothing close to Kentucky whatsoever licensed on 161.835.

Look under their FRN for "Market Licenses" as that is what LG&E/KU/ODP has done for a few of their sites simulcasting in and around Lexington and Louisville rather than licensing specific fixed point locations.

That is EKPC for sure.

I don't monitor the system for traffic but I've heard that Grayson Electric is moving over to their system as well as Inter-County Energy

That's what I'm thinking but I haven't really seen any TG data out of it either to know for sure. The tower is also 13 miles south by the crow flies from the EKPC office in Winchester, so it's a lot stronger than I would be expecting from them. Problem is it's so close to the rail bands, I don't know if it can be notched or not.
