Since you hear no activity on the licensed frequencies they, as is common with many school districts now, may be leasing service on a trunked system. One Voice Network has numerous reported active but unidentified school bus Talk Groups in your area. That would be a good place to start your search. I agree with K2hz. Good luck with the schools, I am in the process of hunting the schools around my area, MOST of them are VERY low power, either they run on a low power repeater just enough to cover their schools, a couple of them I found are just using HTs only (no repeater), or they are on the area's trunk system. In my case most of the schools around me are running with a repeater on site at the school and it just barely can be heard anymore than lets say 5 miles away, but that's to be expected they cover only for their needs.I also notice the WNDC907 license is for stations with the antenna on the school buildings and specifies for maintenance, security and administration so this is apparently intended for in building coverage and you may simply be out of range.

OP look at the emissions of the license that might tell you something. I have been trying to figure out the districts coms for a few months now. And your guess is as good as mine as to what they are operating on.
My guess is low powered analog that you probably cant pick up outside of the school property. Ill have to look at my notes when i get home.
Do you have the DMR upgrade on your SDS? Can you link their FCC license for WPSD again?
