Making a trip to Lake Geneva and always have the scanner with me. Was able to pick up the WISCOM system my last trip up there, and heard some radio traffic. I'm slightly confused from some of the posts if the Wisconsin State Police are actually using this system or not?

I usually go up I 94 to State Road 50 and programmed the both the Walworth and Kenosha County Sheriff as I'm not sure who patrols Route 50. Of course Lake Geneva PD and Fire are programmed. Any other suggested towns to program along the way?

The Wisconsin State Patrol is not using this system as of now. There were major radio firmware issues as well as system issues to work out. Last I heard, the firmware problems have been addressed by Kenwood. EF Johnson is working on the system problems. There may be some testing happening here and there.

In much of the state, WISCOM is very lightly used, or not used at all. Traffic in those areas is limited to "Scan" groups, which are merely re-transmissions of other agencies traffic.

The area you are going to be traveling is one of those very very low usage areas.

It's actually much better to monitor the what you want directly and not use the scan groups as multiple agencies can be monitored on a single scan talk group, and you won't be able to tell which one you're hearing.

WSP is not on the system in this part of the state. Even if they were, the WSP uses the radio hardly at all, preferring MDT, so in that sense they are the total opposite of the ISP.

Also, WSP is stretched very very thin as compared to the ISP. More and more, counties are patrolling the highways.

I wish RR would offer a way to show actually active, in-use talk groups. As it stands now, the WISCOM talk groups are mainly a pipe dream, but it doesn't look that way if you look at the RRDB.

tl;dr: WSP has little radio traffic for multiple reasons, and WISCOM also has little radio traffic. In no way should you compare SC21, ARMER or MPSCS to WISCOM.

For the travels, the VHF Southeast and Southwest Regions should suffice? I'd assume the County Sheriff's have RT. 50 in their jurisdiction, plus any of the towns along the way? I know Lake Geneva was active when I was up there, so that will be programmed. I mainly listen during the down time, as we enjoy the activities scanner-less.

Southwest (DeForest Post, old D1) should come through. Not to mention all the conventional P25 frequencies from Rock County all the way to Kenosha County.

Yep, the exception is Sawyer County who is using WISCOM exclusively. Other counties and agencies are, but I think Sawyer may be one of the biggest.

Here is a list of users,
State of Wisconsin VHF P25 system (WISCOM) Users (WI) - The RadioReference Wiki

One thing to remember that WISCOM was built for interoperability across many agencies and areas. It was not built at it's core for local usage this is up to the counties to buy into the system and add coverage to fit their needs.

There are several agencies across the state using the system at varying levels. One to note is in the Southern part of the state it has been used on several large MABAS responses involving multiple counties.

Here is some information from the 10/14 SSMG meeting

103 Sites online
19,795 Subscribers
1,710 Talkgroups
4,452,604 PTTs in September 2014 - That is over 148,000 PTTs a day

Average PTT 4.4 seconds in September 2014
FDLPD1 was the busiest Talkgroup in September with 170,119 PTTs

Appears that Dunn SD is on WISCOM full time now. TG 17001 has been active with routine traffic.

Over 50 frequencies are licensed to the Kohler Company. The frequencies are used for everything from plant operations, Security, The American Club, Whistling Straits & Black Wolf Run.

Out of curiosity I went through their law enforcement board minutes and didn't see much about WISCOM aside from them entering an MOU with the DOT to share equipment at their Keyes Peak tower and sending personnel to EF Johnson in Texas for training on the replacement consoles they received after a lightning strike.

Over this past weekend, I noticed some things in my travels
Juneau County Sheriff is now using 154.725 (82.5) for dispatch operations on vhf side, which is being simulcasted over JUSO 29001, both sides of conversation could be heard. Juneau County Fire appearing to be using 29005 (county page) for dispatch.I was mobile, but it sounded like half the traffic from Juneau fire vhf 154.190 was making it over 29005. Dispatch was always heard on 29005.

Dunn County is simulcasting all law traffic from 155.595 Dunn County Law South (77.0) to 17001, both sides of traffic heard
Didn't pick up any traffic on 155.6100 Dunn County Law North (77.0) at all.
Dunn County Fire not using 17005/17007 at all, still on 158.775

The Site On Wheels is up at Farm Technology Days in Sun Prairie. They appear to be using RTAC13 (operations) and RTAC14 (Command). Fire/EMS OPS on FG-White

No, but Spooner Post was testing on VHF and WISCOM the other day. Not sure if it was just a new radio install or what.

WSP plans to switch to WISCOM for regular dispatch operation after new mobile radios are installed. This looks to be around springtime.
